It is a fear response. It is NOT aggressive behavior. Think of it this way-a snake is one inch "tall" (or so) and you look like a huge, tall predator in the snake's mind. The snake thinks you are going to eat it.
If you were looking up at Godzilla wouldn't your knees shake?
On a side note: The House Mouse (Mus musculus) also exhibits this behavior when threatened.
